Marine is probably the best among those mentioned, as it provides good all around protection. Don't sleep on building a Secret Service or Brotherhood Recon set though, especially if toughness is your priority. Most of the game I played with sturdy combat armor just because it's good overall and it looks good.

The recon and marine armor provides better protection on the arms and legs it seems, so I guess the bonus is less damage to the extremities. Edit: someone pointed out on another thread that each layer is calculated separately, so basically it comes down to better extremity protection, along with one big roll vs two smaller rolls.
