2510 Governor issue. I recently purchased a 2510 mule. It had been setting for several years. We cleaned out the gas tank and carb and replaced all of the fuel lines and put a new spark plug and fuel pump on it. It turned over about 3 times and fired up. The 3000 generally does not drag the front brakes enough to result in steering issues, unless the wheel cylinders themselves are damaged from water pitting or rust. With ohm/continuity setting-look for open circuit (the motor windings will show a resistive value). Also, apply 12v across the wires to get the fan to spin.
