It seems to trigger as soon as you wear the mask during a sand storm, even if you wear it just for a second and only in the storm for a second. Use your sandstorm mask next time. That worked for me. Seems you need to use the stone weapons you crafted in prior steps to get it to work, that’s how I fixed it myself since I tried using my own and it didn’t work. I did it once on singleplayer for a testrun and most steps worked fine, but i restarted my singleplayer and now the "Kill enemy with" steps dont complete either, even restarted the ... Ive done it at least 10 times with the yog cleaver and it has not completed that step. Okay this one took a few tries to figure out, but basically you have to use the god tool to harvest a body until it turns into a loot bag. Not just once for your token, but two/three times. I'm stuck and have also been using the Yog cleaver.
