At 20 I believe you need 2 green catalyst. At 40 you will need 2 green and 1 blue, and at 60 you will need 3 green, 2 blue, 1 purple. Every rank after that you will need 1 additional catalyst of each color to do a break through. Max rank is 200. The higher the artifact level the more nth exp is needed.
Go to the menu and open up the market. In one of the bottom categories there should be a power-respec for either 5 or 10 dollars. Purchase this and it will appear as an item in your inventory.
