The reason I missed it is because the bounties get lost in my misc quests and had no information it was from raerek or markarth. What I did was just activate all bounty quests I had and did the closest one to markarth, which it ended up being that one. I figured it would likely be close to the city. I'm Level 28 and I'm told I needed to do 5 triggers from the list below and I've done 7 and still the Jarl says to be good to his people and he'll reward me.So ive done the two prerequisite quests, bought Vlindrel Hall, helped five people.
