Even if you could factory reset without the gamepad, a gamepad would then be required to reset up the console. The gamepad is not really an optional part of the console. If not, you can create a new account from the login screen and use it that way, and you could do a factory reset to get rid of the old account/NNID (as long as there aren't any digital games tied to it you want to keep).
