Zenobia is, at her core, good but unremarkable. She’s an AoE Arts looper with persistent steroids. Her loopage isn’t the best and her damage is low without NP levels but as a general pool SR Servant, this is all completely acceptable. Quick teams still lack the stability of Arts teams and the damage of Buster teams, but Skadi does give Quick teams access to a little of both.
