There is a bug at the moment which means that if you dual wield hand crossbows, it applies your Dex ability modifier to the damage of both hand crossbows i.e. including the off-hand crossbow, even without the Two Weapon Fighting style, which it really shouldn't. Ah, ok I get your point now. You're right, 5e's Crossbow Expert doesn't remove the need for a free hand for reloading.
