Ive done it at least 10 times with the yog cleaver and it has not completed that step. Okay this one took a few tries to figure out, but basically you have to use the god tool to harvest a body until it turns into a loot bag. Not just once for your token, but two/three times. I'm stuck and have also been using the Yog cleaver.

Single player/co-op character transfer still works but it seems the new journey steps weren’t tested using it, you’re only choice would be wait for a fix or start new characters and give yourself the stuff you had from EL with the admin panel. Search for the EXACT required wording in the feats. A few of the journey paths glitch out and won’t advance. Problem with this quest is it's available at low level, you can get past the first few steps at level 20 (or possibly lower, unsure) you then hit a wall at weaponsmith, believing like I and my partner have done lvl 26 unlocks this.
